I. BASIC PURPOSE / JOB BRIEF:
The Senior Manager - Procurement is responsible for leading all aspects of Procurement and Strategic Planning in managing the cross functional business units.
II. MAJOR RESPONSIBILITIES AND DUTIES:
- Provides inputs to direct reports on the objectives, goals, strategies & measures of procurement operations & category management
- Ensures compliance to government regulation, company guidelines, and purchasing policies and procedures to mitigate risk in accordance to business ethics
- Isolates supply risks and mitigates (transfer, eliminate, reduce) it to ensure business and supply continuity
- Spearheads quality management systems in procurement to ensure & financial control, integrity & introduces process improvements.
- Manages and implements the source to pay processes related to procurement operations & category management from sourcing to post- delivery support
- Aligns with business units on their needs including but not limited to OPEX, CAPEX & or other projects & promotes more supply chain involvement on their requirements for external purchases
- Authorizes the team to source, negotiate and recommend the most competitive and compliant vendor and secure the approval of the business units through bid tabulation
- Evaluates and approves the recommendation for awarding of bid tabulations, purchase orders & contracts within the corporate approval matrix
- Monitors Individual & Departmental KPI's to supports team compliance, growth & performance
- Ensures clarity around priorities and goals for the entire functional area
- Resolves issues, disputes, escalations, of critical purchases and complex procurement processes
- Provides assistance to internal and external customers by interpreting laws, policy, codes, and regulations pertaining to purchasing process
- Communicates with the division head the changes in the procure to pay process for streamlining, and ensures the team's compliance
- Takes responsibility for any commodity and services assigned as deemed fit by the Management
- Performs other duties and responsibilities that may be assigned by the Management
III. JOB SPECIFICATIONS:
Educational Requirement:
- Bachelor’s Degree in any degree program, preferably in Engineering
- Master’s Degree in Business Administration is preferred
- Procurement or supply chain certifications
Experience Requirement:
- At least 10 years’ experience in Procurement/Supply Chain with management functions
