Senior Manager - Security & Safety Administration
I. BASIC PURPOSE / JOB BRIEF:
The Senior Admin Manager provides strategic and operational leadership of the administrative function to ensure the smooth and efficient delivery of support services across the division. This role handles overall planning, innovation, and direction of all administrative policies, systems and procedures germane to various human resource management components, among them, hiring, promotion, and placement, as well as personnel legal transactions (licensing/certifications, clearances, etc), including morale, discipline and welfare of team members within the security and safety management infrastructure.
II. MAJOR RESPONSIBILITIES AND DUTIES:
Hiring, Placement and Promotion System
- Serves as managing director of the division on human resource management program in conformity with HR policies vis-à-vis Manpower Management Plan or MMP.
- Develop qualification standards for hiring and promotion of team members that are attuned to personnel needs of the Division.
- Initiates, facilitiates and formalize annual goal-setting program of team members in furtherance of the guidelines set forth by the Human Resource
- Organizes and provides secretariat to the formation of commitees, in particular the Placement and Promotion Committee that handles collegial discussions and resolutions of qualified applicants for hiring and promotion.
Personnel Morale and Welfare
- Manages employee recognition processes, highlighted by monthly and yearly awards and recognitions.
- Provides internal policy issuances to leave applications, to teambuilding/socializations, and relevant work-life balance program interventions
- Oversees budget preparations for awards and recognitions and relevant employee welfare activities.
- Establish a career development program, to include professional licensing and educational development system for team members.
Discipline, Law and Order
- Initiates internal administrative disciplinary machinery addressing violations of Code of Discipline
- Recommends to the Chief Security and Safety Officer thru channel appropriate administrative sanctions on erring team members short of case referral to the HR Division
- Establish an Alternative Dispute Resolution (ADR) program concerning any issues or problems confronting the management and the rank-and-file geared towards strengthening harmonious employee relationship in the workplace.
Administrative Management
- Sets clear goals, expectations, and performance metrics for administrative team.
- Coaches, mentors, and develops administrative team’s competency through training and feedback.
- Addresses performance issues constructively and fosters a high-performing culture.
- Establishes KPIs for admin operations and monitors performance to drive continuous improvement.
- Resolves complex or escalated issues affecting administrative operations.
- Performs regular audits and updates administrative policies as needed.
- Evaluates and applies innovative practices to solve administrative challenges.
- Perform other tasks as may be directed by the Chief Security and Safety Officer.
III. JOB SPECIFICATIONS:
Educational and Training Eligibilities:
- Bachelor’s degree in Business Management, Bachelor of Laws, Master in Management, and the like.
- With relevant training certificates in security management
Experience Requirement:
- Minimum of at least 10 years of progressive experience in administrative management, including team leadership. -Must have a valid License to Exercise Security Profession (LESP).
Skills and Attributes:
- Able to exercise management influence that promotes teamwork, high-morale, and leadership development among employees
- Proficiency in MS Office (Excel, Word, Powerpoint, Outlook), document management systems, workflow tools, and modern administrative platforms. Strong project management, risk assessment, and compliance oversight skills
